Borrowing
Oklahoma requires a statewide vote for general obligation debt, so most borrowing runs through the Oklahoma Capitol Improvement Authority, which issues lease-revenue bonds repaid from annual appropriations. These are sold to investors in the municipal bond market. The state reported about $360 million in interest on its debt in fiscal 2024.
