Borrowing
Ohio issues voter-approved general obligation bonds and appropriation-backed bonds through the Ohio Public Facilities Commission, sold to investors in the tax-exempt municipal market. The state constitution caps annual debt service at 5 percent of the prior year's revenue. The state reported about $1.4 billion in interest on its debt in fiscal 2024.
