Borrowing

Missouri's constitution requires a statewide vote for general obligation debt, so most borrowing is done through appropriation-backed bonds issued by the Board of Public Buildings and other state authorities. These are sold to investors in the tax-exempt municipal market and repaid from annual appropriations. The state reported about $300 million in interest on its debt in fiscal 2024.
