Borrowing

Kansas has no general constitutional authority to issue general obligation debt, so nearly all borrowing runs through the Kansas Development Finance Authority, which issues revenue and appropriation-backed bonds, including pension bonds for the state retirement system. These are sold to investors in the tax-exempt municipal market. The state reported about $125 million in interest on its debt in fiscal 2024.
